Rachel Chang brings more than 12 years of leadership experience in outpatient clinical
operations and administrative management within the mental health field, along with prior
experience in practice management for physician medical practices. Her career reflects a deep
understanding of the operational infrastructure required to support high-quality, sustainable
clinical care across multidisciplinary settings.

Ms. Chang earned her Bachelor of Science in Psychology from the University of Phoenix while
also working internationally in Taiwan as an educator—an experience that broadened her global
perspective and strengthened her adaptability across complex systems and cultures. She is highly skilled in developing, implementing, and overseeing operational frameworks that promote efficient workflows and support consistently strong, client-centered care.

Rachel’s operational acumen is foundational to Chiron’s ability to effectively serve both clients
and providers. She brings extensive expertise in practice operations and management, provider
onboarding and professional support, health plan and payer relations, billing and revenue cycle
oversight, and business development. Her work ensures alignment between clinical excellence
and organizational sustainability.

In her leadership role, Rachel plays a key part in strengthening Chiron’s collaborative model of
care by designing seamless processes and implementing operational services that enhance team
